Am i allowed to mute everyone in the beginning of the game, because i am done with people being toxic to me, and i am asking this because i noticed in the report menu there is a section talking about "not communicating with team". Overall will i get banned for muting everyone at the beginning of the game?
No, you will not be banned for not communicating with team.
Besides, not talking to the team is very different than not communicating to them. The handy ping system can often replace most of what you should say anyway.

Yes. You are allowed to mute all at the start of the game. I do it quite often.
You will be fine smart players work better with pings (don't ping 900 times). Its so much better to ping caution to your mid lane and ping MIA as your lane opponent is missing then it is to chat about it cause like myself I won't see cause I have people muted at the start of every game. Why because I'm tired of peoples salt, rage, flame and toxic attitudes so mute them if you want to win games.
Remember the " you will win 7% more games if not being toxic" something like that so why not just mute at start and that 7% is free money and FREE wins at the very start.
Sounds like you should not mute them, but listen to what they'll telling you to do.
People who receive toxicity often are the root cause of it.
