People can be toxic if they are doing good in game?

I've had this guy 2 games in a row where he went yasuo first game and riven next. Both games he won lane and got alot of kills but when he went yasuo he fed a lot too and blamed it all on me specifically, the support. I was talking back to him whenever he would flame when he died like "WTF ARE YOU GUYS DOING THERE ARE 3 TOP" and I would say you are overextending just group. After that it was "report the support plz" and "i dont get how somone can be so fucking bad". The fact that he had a lot of kills in game however made it so that no one but me would report him. I mean then again, he is a riven yasuo main.

No. The system doesn't care what your score was when judging behavior in chat.

Not really, but you do get alot more leeway to say things when you are carrying the game. In my experience, winning alone makes people report less.

Of course you can be good and toxic. The player you mentioned did exactly that.

He CAN do anything he wishes, he just has to live with the consequences when he gets punished later.

How do you know that you are the only one that would report him? Some people are just not comfortable with saying things like that in chat. I don't say anything in chat when I'm going to report someone. But like a lot of the guys have said, it doesn't matter if the guy is reported multiple times, or just one. Even one report is enough to flag the game for review.
