Rage Quiting Punishment
I'm honestly there isnt a bigger punishment for rage quitters. Its honestly strange how RIOT hasnt figured out a better punishment or some way to make the team on the rage quitters side not be punished for it like losing Lp.

sometimes, I wish for certain feeders to rage quit so it makes it easier to come back into the game.

After reading your OP I have come up with a few comments. Rage quitters are actually punished by Leaverbuster and can get anything from five minute delays before being able to queue to low priority queue. They are punished for leaving and it's really harsh. However, in order to trigger the harsher penalties they need to have a history of leaving their games.
Now to get on to my second comment, you say there needs to be harsher penalties or have the quitters team free from losing LP. What methods do you suggest then for the harsher penalties and how do you propose a Riot implements a system to save the team's LP? It's one thing to say the system is broken but it's another to fix it.
