Pre/Post Game Chat
It needs to be monitored, plain and simple. People feel free to act out here, since they know they won't get caught.

GaleWinUnleashed3 votesLobby chat is still checked, it just doesn't show up in chat logs. Report them for it, maybe even add a comment specifying that it wasn't during the actual game.
TrulyBland1 votesThis. Allthough the second portion of what the OP said is still relevant:
People feel free to act out here
Riot should, imho, be more clear about the fact that you can be reported and punished for pre/post chat.
Blue Collar Bear1 votesYeah, it seems like lobby chat is the time where people just explode with what they wanted to say during the game.
Gary B Enkelis1 votesIt's kinda funny if that chat is logged and they think they're safe and then BAM get busted.
