leave the top laning to the top laner and if your top laner can't at least go even then you know who to report cuz that guy shouldn't be there if he can't at least go even

Wrong. That kind of thinking is immature and unsportsmanlike.
so you report a player for not doing well and or helping you in lane? i assume you report yourself every time for being "unsportsmanlike" come on dude. Grow up. Do you not want the help? or are you greedy for those kills to get a S-rank? League is a TEAM game, did you communicate with your team? did you even get a player that spoke english? or had his chat enabled. There is no need to nit pick and cry over to the boards when small things like this happens. Learn to adapt, forgive and forget. Move on. Down voted for immaturity.
tbh babe, taxing happens. there is nothing you can do about it other than kindly ask them not to tax your lane. on a fair note you could be nicer and provide that losing lane tips on how to fight/play. its not really kind to report a laner just because they arent good.
