Does Riot even look at the reason people get reported? Adding a Ban list?

You're supposed to type a reason, but do they even look? Its an automated system so I'd say not, which would explain a lot. Basically if you get a kill ever x mins or don't say one of the "banned" words, It will never detect anything, same for misspelled words. So you try to report someone for promising to rape/kill your entire family, but sure enough, they're still playing. I hear you don't always get feedback on bans, so is there a way to see who is banned? I hear OP.gg might have something, but I haven't seen any "This player is banned" type of thing.
