I'm sure Riot aknowleges that they can't force someone to stop playing considering the accounts are free to create, they just make it so you can't get any worthwhile progression on your account if it keeps getting banned.
And since you're getting banned primarily from an automated system, it's not like Riot is specifically targeting you, it's your own behavior triggering the bans.
