Why isn't death threats or wishing other people to commit suicide not perma ban ect?!

Why isn't people with incredible toxic behavior to the point of people saying "Kill yourself.", "You give me cancer", "You're giving me aids.", "I hope you die." perma-ban? I see people swearing at each other and flaming so much I stopped playing normals and ranked due the absurdity of toxic behavior.

It needs to be. I am so tired of hearing this, especially when I literally say "hi all :D gl hf!" and I get told to kill myself lol.

In many cases it is at least a chat restriction. Personally, I've had 3 popups, just in recent memory, about punished players all for reporting people that told my team to kys or get cancer and die, you know the sort.
