The passive aggressive support players are immune

This type of players are the worst thing I have ever encounter in a game and they are abundant in this game. They never type anything toxic in chat (thats the main reason they never get banned) they afk under tower for short periods, they steal your cs on purpose, they build bad on purpose, dont ward, dont peel, they basicly want to trigger you,

The moment you start saying something they act out all innocent like they are doing nothing wrong, and they mostly get away with it because nobody but you are watching how they are playing. They act as the victim and will turn the reports on you for being ''toxic''.

I dont know how to explain this types of players but since im now starting to play ADC I now understand how and why ADC players blame their support because lots of them are this passive agressive players playing bad on purpose so they can trigger you into toxicity.

Sounds like someone that just doesn't know how to play Support more than someone doing it on purpose. People that refuse to learn the other roles then get autofilled tend to be like this. You probably aren't seeing this from real Supports, which is why everyone should get a little experience in that role. Even if you don't ever have to play the other roles it's good for your understanding of the game and your allies as a whole to do so.

you might be causing some of this behavior yourself. if my adc is bitching too much im very likely to start taking some of his cs and not build a sightstone. if i like him then i do everything i can to help him

if you miss alot of CS and is bad at trading, I'll probably start taking CS so I can carry.

I had a Volibear support once that hogged most of the cs and stole my kills and just laughed at me when I asked him to stop. So I know where you're coming from.

To be honest, you shouldn't even trigger into toxicity because you really have no clue if it's someone who doesn't usually play Support and/or is filling like Nami said or if it's someone doing it on purpose.

Either way, there's no reason to ever be toxic to your team mates. Simply just offer them help instead of accusing them of things, give them tips on what to build. Don't bash them or verbally abuse them, it doesn't help you or them.

Think of it like this, to a new player you are telling them to not kill the lane minions and not get any gold, spend what gold they have on vision and not on items, and to avoid killing their enemy in the game all because you are supposed to get everything. Until someone actually understands the game and position, you just look like a jerk.
