Toxic Player, plus new report feature?

So I was playing a ranked game today, the instant I entered champ select someone said something along the lines of "so I got chat banned for (something) so now Im gonna feed and troll everygame I have this chat ban :)" He then proceeded to ban the champion I had called (Vladimir). Someone soon dodged but that brought a topic to my mind, I see trolls and toxic people all the time in champion select, most not this toxic but still, he couldve been fishing for a dodge but there was no way we could report his toxicity. Could Riot maybe add this feature?

Toxicity is such a huge umbrella term, with examples being most reportable and not reportable. All it would do is encourage people to report for every little thing, and if you spam such a thing, and riot starts to ignore your reports more frequently when you have such a bad history with the report system.
