Why is this allowed to happen in ranked ?

While it may sound stupid from me to say this , it really pisses me off especially it happens often in low elo guy gets a skin from hextech and he goes to try it in ranked doesn't matter if he knows how to play that role/champion , he's gonna first time it in ranked just because of the skin.. that causing reduced win rate chance for his team , then he goes 1/12 and threats feeding and start bitching about how this champ sucks For fuck's sake if you wanna try a skin go try it in normals or practice tool don't come to ruin other's LP like that .
