Does apologizing matter?

Let's consider "mild" chat offenses only. For example:

Player A: "OMG you are so dumb" Player A: "I'm sorry. I shouldn't have said that. I was caught up in the heat of the moment."

Is the provided example still punishable?

I mean, yeah I think its still punishable, but apologizing might deter the person from reporting you in the first place?

You are dumb wouldn't even register as offensive to the community :D maybe I'm wrong but it'd take alot of this to be punishable Player B is tossing out the ole "i'm reporting you" which is reportable :D so Player B, would get punished before A IMO

Since I have been banned for "demeaning language" without cursing, I think you are underestimating how little it takes to get punished in this game.

You have a point about Player B though. I think I will completely edit out Player B since they are actually irrelevant to the situation.

Interesting I'd be interested in seeing that chat log of demeaning language that resulted in a punishment

Sorry I don't remember the log in credentials for that account. It also appears I deleted the emails with Riot support. I'm not sure it would have helped much anyways. They wouldn't tell me specifically which things I said were wrong. They said something like, "While your chat didn't include cursing specifically, it did contain demeaning language. Thus, this ban was indeed warranted."

I used phrases like "you are trash", "you are so bad", "you are horrible", "bronze".

I'm sure it could fall under harrassment. I am positive they used the phrase "demeaning language" though.

Demeaning language is harassment..... Even mild if done enough can result in punishment

Of course. They use an automated system, its not going to see any "apologies" and if it did it would be easy to say whatever you wanted and avoid any punishment because of an "apology".
