... can I be punished for it? There's literally no winning such a game, as the player bots are significantly dumber and overall worse than the Riot bots.

Technically, yes. These are still player accounts and not considered "bots" by the game, so leaving the game wouldn't immediately end it the same way a custom game would.
If you suspect they're bot accounts and finish the game anyway, you can report them for using a third party program to play.
the leaver buster,the automatic report system for afk-ing and leaving games,will probably do its job like usual.
Also,it's not true that it can't be won,i've did this morning two games with 340 ms constant (i was downloading games on steam,and while having nothing to do i decided to do missions),one game with cassio,the usual "win with icon",and the other with AuSol,which asked me to do 10 assists. I've won both of them while almost being unable to play "seriously".
For a real answer about the "can i be punished for it",i'd say yes,the automatic control checks you as a leaver,but you should ask with a ticket,by contacting support.
I advise playing something with ap scaling (heimerdinger is good) and rushing a dark seal into majais. You can get stack off the squishy botlane bots pretty easy. Then just push for the win.

I've won 1v9 AI games before. It's actually a kinda fun challenge.
I also know at least one real person with a default bear icon.
