If it was me, I'd put in 6 months of solid play with lots of compliments to teammates before buying RP after a 2 week ban. That'd be the most likely scenario to ensure I'm not on thin ice.

It's never worth buying RP as there is nothing worth having you can't just get by playing.

Eh... if you aren't toxic, then anytime is a good time to buy RP.

But if you really want to be sure, then get back up to honor2 first.

Honor doesn't indicate your report status. All it does is show how many people honored you.

If you made it a few months, you probably know not to be banned.
