How to report someone for pre game chat?
I've got a pretty great screenshot of someone threatening to int and telling people to off themselves that i'd like riot to see

You can actually report both pre-game and post-game chats through the same means that you'd report in-game chat with; through the in-game system that you use after the game. Just leave a brief description outlining where it happened, and that's all you need to do. Riot has confirmed that they are able to read these logs. If that doesn't convince you though, or if you were unable to do so, you can send a ticket into Riot Support, and they will definitely look into the matter. I can tell you with confidence that I've reported toxic people this way, and they received their just punishments.
You can't. You can send a support ticket in under "player behavior," but to my knowledge they don't do anything whatsoever, because, mainly, they don't know if you have edited it.
