It's against the rules to post summoner names on here because it's in violation of the Universal Rules of Naming & Shaming. However, you can report them by submitting a ticket at Riot's official Support page.

i mean there isn't enough toxic chemicals in the air for them to breath so how are they alive
Dont bother. I had a guy spamming death threats in game and in lobby. Sent in a ticket with screenshots. Said he was going to firebomb my family and burn them alive. He is still playing.
Opened another ticket on a guy that spammed N word in game and pre/post game over 100 times in each. Sent screenshots with tickets. Just checked op.gg, still playing.
