Why does the provoker never get in trouble???

Okay so I am getting real sick and tired of the people who are provoking negative attitude getting off without any punishment. They just poke and poke and poke and wait for you to blow up then laugh and report you when you finally crack. I just got permanently banned because a player on my team was nonstop attacking me for no reason, telling me how bad I was, how I must be new to this game, how I am a feeder, telling me to just leave, etc. (Funny because i went 21/7 in the game, she was just a straight up bully.) It took me a solid 15 minutes for me to finally crack and start being toxic back towards her. I got banned after she reported me.

I think it is complete bullshit how someone can literally bully and taunt someone in a lobby but as soon as the person getting bullied reacts, they get in trouble for it. What do you guys think about it?

Edit: I'm sick of everyone telling me to just mute the person because that can really screw your team's communication. A few games ago our top laner muted everyone from the start because he told us his account is close to getting banned so it'd be best if he just didn't talk at all. Well, he missed out on about 4 kills during the lane phase because he didn't see us trying to communicate ganks to him and we eventually lost the game.

The reason why people say "just mute and report" is because it ensures that you don't go down with them. As for hurting team communication, if they're behaving like that then chances are that they won't have anything helpful or important to say throughout the game, so in that case nothing of value is lost. Besides, you still have 1-5 (depending on the game mode) players to communicate with, so why risk it by not muting them and continuing on as normal?

Report the provoker and explain what he did. It's like they are that one kid who likes the beehive and books it to the car while the rest suffer.

Think about this for a second... The instigator uses chat to attack you. You use chat to attack them. Why, or rather how would Riot exclusively punish the person reacting?

You neither know whether these instigators really get away without punishment, nor do you know whether this sort of behaviour is even typical for them. Keep in mind, the frequency at which you run into toxic players does not reflect the frequency of these players' toxic behaviour.

All of those things that you said the provoker said to you are negative. Negative chat is punishable. If you reported them, it would contribute to them being punished.

If you muted and reported after the game, you would be fine and they would be closer to punishment.
