As there will be new Honor System, shouldn`t there be a Dishonor System?

While sportman like players will be rewarded for their behaviour, shouldn`t the negative ones (a.k.a. flamers) be punished by this mark of shame, so everyone can see that they are flaming or were flaming?

That would colour players views towards that player in a Negative light. Prior to any action taken on behalf of that player.

So you "want" a system where everyone judges you before you have the chance to showcase how you play. For example: Just because some premade last week didn't like the fact you got camped and behind by alot they reported you and now you have the stigma that everyone thinks you're a Intentional feeder for the next few weeks.

Your big fancy honor rank is hidden, you only show up as "honorable" if it was in the previous game. I don't think it's worth applying that same idea to flamers, since for all you know they realized they were acting dumb, took a day or two to calm down and are back to their normal cheery selfs.

2 is the baseline. Honour levels of 0 and 1 will be non-visible (like every other lvl), but the summoner will know they have negative behaviour to fix.
