Does gross stupidity count as intentional feeding or trolling past a certain point?

I recently played a game where my Veigar was laning against a Zyra. Needless to say the Veigar lost lane to her.

In addition, Veigar's difficulties were compounded by the fact that a leblanc would keep roaming on him, and a Shyvana jungle would pressure him as well.

Despite facing 2.5 sources of magic damage, and all of us asking him to build a Negatron so he could stem the bleeding, and hopefully sit under his tower and stack Q. Sadly the player refused to do so. Needless to say, he kept dying, gave up tower, and snowballed the game in the enemy's favor.

We also kept asking him to purchase boots, so he would have at least a chance to dodge skillshots and escape the Shyvana. He didn't do that either. In point of fact...despite us asking over and over, he finished a 26 minute game without boots and unsurprisingly did less damage than a Lux support with only a FQC.

Maybe we would have lost regardless, but gross stupidity and a refusal to listen made sure of it.

So...under said circumstances, or similar ones in a different game, should we report players for feeding and/or trolling?

It could also have been due to harassment? Just saying he may of done bad, but did yall harass him/her?

They're just unskilled summoners. Leave them be. They will grow and become skillful summoners one day. Oh also he/she might not pay attention to the chat and thinks his/her build is the best.

Nope. The "just a bad game" excuse is one of the most powerful things in the game.

Look at his match history and see if he does it a lot before you submit a report I guess.

Not following meta is itself not punishable, according to Riot. It doesn't sound like intentional (or even passive) inting - just being immature/inexperienced/ignorant. May have cost the game - but I don't think it's in the "must report" category.

Probably not. Though I've had games where we were snowballing hard. Got an ace, and 3-4 members of our team was alive. I was usually dead though (since no one likes a Jayce). I was kinda leading my team, and had gotten us an extreme comeback. I ping them to start baron but amumu prioritizes blue buff more. I tell Nautilus to just tank the baron while Ashe and Agro chunk it down. They do nothing. Times ticking down 30 seconds before the enemy team respawns. Still nothing. When the first member of the enemy team respawns they start doing Baron. I was frantically pinging them off it, as the enemy team had scuttle vision over Baron, but my team didn't listen. The enemy team ended up stealing Baron and killing all four members of my team. They then steamrolled into our base and took 2 inhibitors and 1 Nexus turret. We lost the game and I got demoted.

sadly dying non stop due to lack of skill rarely count unless they heavily lack skill in every match where the system might count it has a false positive.

Short answer: No.

Long answer: You cannot report a player for being bad at the game.

They may be new, played few games or don't speak the language, But this does not allow them to be banned. Even if it was ranked at lower elo. Basically Riot has no way to prove that a player is purposely trolling or just bad at the game. Cant prove he is intentional feeding, when he buys proper items. basically anything that doesn't look like: item 3009 item 2053 Cant prove harassment is he doesn't say anything worth banning for. Closest thing would be Grieving or being unsportsmanlike, but don't expect an instant ban from this. probably would take multiple reports before he get a basic punishment.

Lux support is an ill-comparison to anything ever. No matter where she is, she will do more damage than anyone in the game.
