If this isn't punished/punishable then I guess players punished by an automated system is all luck

Used report feature after a game when we matched up again. How is this allowed? I honestly think this is worth a chat restriction or a 14 day suspension. I've sent something to riot support long ago but that person didn't even get punished in any form.

Considering the rather bad pre match report system(only in game chat is guaranteed to be monitored) they might not be punished no. A lot of people say that if you put "trolled champ select" in the comment part of the report function you get a better chance, but it seems like a badly made system on that part.
