Edit the big txt file that contains all leaves text ( league had one right? Most games do) and change something like pent skill text to HOLY SHIT would I be charged with modifying my game file and possibly banned?

Hmmmm because this could involve account-related actions and also whatever system Riot uses to detect client changes, I'd recommend submitting a Player Suport Ticket to try to get a direct response from them, or at least some clarity on the matter. Hope that it turns out to be alright because that sounds pretty awesome really.
