Can u report ppl for what they say in post game chat?

Okay so I decide to play some norms today and practice some kindred jg which I am very not good at, I get flamed by my bot and jg for not ganking them for when they are pushed up and shit, in fact I do gank them I get at least flash or a kill and go back to farming and shit mid-late game enemy jungler gets a triple kill then shit turns loose, they start flaming and flaming and flaming me even though they fed more than i did :/ but yea i see where they are coming from i did bad its nothing new probably gonna get flamed ur all familiar with that junk blah blah, but the thing is in post lobby chat these two fuckers LIE about me, like come onnnn how shitty and low can ppl get they said that was flaming and was toxic and was using hate speech? LIKE COME ON BRO they can get away with flaming most ppl do but come onnnnn begging for reports in post lobby chat to the point of lying about me like wow i am just stunned at how shitty this community is sometimes.

So do ppl get punished for what they say/do in post game chat if I reported them which infact i did and no I did not respond back to the flame nor did I flame them back

Yeah, when you report a player everything gets recorded. Pre-game chat, post-game chat, and everything inbetween is subject to review.

For every other situation (like when a player is private messaging you) you can file a support ticket, found right here, although you shouldn't need to use that in this scenario.

both pre- and post-game chat are reviewed by the IFS if you report the person

Yes. The system can see pre-game and post-game chat.

Pre and post game chats are included in reports, so stuff that goes down in post-game can still be reported, and riot will be able to determine who said what and who is in the wrong. (In many cases things end up kind of heated and both sides end up crossing lines in punishment land, but as long as you've behaved you should be fine.)
