Calling for ff at every possible opportunity

What do you guys think of people who do this in games where you're not out of the game yet? One person loses lane hard and for the rest of the game calls for ff at every opportunity despite not losing by that much. To me it just annoys me and makes me want to go off on the player calling for ff because I know that that player has given up and if they just try then we can turn the game around.

Do you guys think that the number of surrender votes any single player can call for should be limited in any given game?
