Can't Earn Rewards

So recently I got a chat restriction for 10 games and I have to agree that I really deserved it. I was extremely toxic to my teammates who were doing badly and I would tell them to kill themselves, uninstall, etc. When I got my 10 game chat restriction I finally understood that I need work on my toxicity and I think that I've improved a lot after the 10 games that I was chat restricted, but there's one thing I don't understand. Why am I still ineligible to earn rewards if I already served my sentence?

The Hextech loot punishment extends past your chat restrictions. You'll start getting loot again when you improve your account by having more positive behavior in games.

You have to be considered "reformed", which is an arbitrary, illogical restriction that riot has never clarified, it took me roughly 12 months to be able to earn hextech chests, from a restriction i got 8 months before hextech launched Other people reported 1-2 month wait times or significantly less, some never seem to be able to earn chests.

A logical guess is that it is probably waiting for a decent number of games and/or weeks without any minor infractions being detected in chatlogs (things reported and found questionable by the system, but not enough to warrant a restriction or warning).

Incidentally, my restriction was a 24 game chat restriction for calling a spectacularly feeding veigar (something like 0/15, raging all the way) a noob and asking him to just stand in the fountain, relatively politely, except for the "noob" part.

Thus goes artificial intelligence moderation.
