Why is this report system a complete utter joke?

How is it I can play this game for hours every single day. Constantly come across so many people who are beyond toxic, like full on don't care about their accounts and even say they don't care and that they won't be banned so report away. To which then these flamers/feeders/afkers do get reported, but I get zero notice back. Sure enough you could look them up a few days later and they are still trucking along feeding all their games on their so called "smurf' account. But get ready for it, with this new beautiful "3 strikes and you're out" ban system league has now, I have been permanently banned for literally typing once in the chat in like 100 games when a toxic duo was bitching and complaining blaming everyone else.

Obviously most people just say mute them. But I just can't I'm one of those people who just feels even though they are toxic af, I feel miscommunication in the team when I mute and now I can't collaborate strategy. I always have all chat muted since that's just always tilting and only ever communicate with my team when I need to. Most of the time Im just high af playing music and enjoying the game so I rarely type. I got autofilled supp, picked thresh and went on my way attempting to do my best in a role I barely play. These guys would go out of their way to full on insult, spam ping and intentionally not help because they hated how bad I was playing. This would be a very frustrating situation for anyone, so obviously I went a bit keyboard warrior. Nothing like "fuck you, fuck this" Just saying shit like they are boosted and toxic af, asking the enemy team to report. To which then these guys typed that ME, Myself was the toxic one, and not them. Full on blatant lies, but the other team believed and all reported me. Well guess where I am after the shitty AI report system handled my case and perma banned me.

Why am I perma banned? I love this game, I support this game, I just spent $50 one week ago on this account for the trials event. Why am I not given a slight slap on the wrist? To tell me "No, bad boy, no talk trash" and just give me a chat ban, or just an easy 24 hour ban to calm me down? I don't int, I try my best to never give up and play it till the end. Yet calling someone boosted and saying hes a shitty human for being so toxic over a video game gets me PERMA BANNED? WHAT A JOOOOOOOOOOOOOOKE.

EDIT: Also before people say, "You gotta be reported multiple times, yadda yadda, etc" well yeah obviously, and the account has had its suspensions, but the distance between each one is so vast. Its not like a regular occurrence.

The "slap on the wrist" was the previous punishments before the perma-ban.

Bans aren't treated on single occasions. Punishments are treated on consistency and severity, on how well you are receiving a punishment and if you're learning from it. You start from chat restrictions (2 times) to a temporary ban (1 time), before you get permanently banned on your fourth attempt. Meaning you don't "just" get permanently banned for being toxic. You're being toxic after being told at least three times to 'knock it off'.

Because it isn't the same people every game.

You don't get one every single time someone gets punished (And I have no clue why not.)

1 report = 9, so it wouldn't matter if they are reporting you.

Because the chat restriction and prior bans weren't enough. Those were your slap on the wrist.

That's probably cos you have a poor definition of what is punishable and at the same time you don't understand how the system works.
