No. That player didn't get his role? He decided to lock in smite Teemo after you'd already locked in a jungler with smite? Your team has two smites? It's not a done game. You can't control what that other player does, but you sure as hell can control what you do and how that translates to others.

Teemo was insistent that he is jungling, and fed two kills while trying to invade twice (all within the first 4 minutes). There is no changing that. What I can control is what happens mid now, and how to stop the Yasuo from free farming. I played that shit as mid Kha and roamed to give bottom two kills. That's how you deal with a troll.

Teemo stopped trolling because I let him jungle and didn't say a word. This seems stupid right? Why would you give the kid what he wants, it's bad parenting? Well League is different. He'll get his punishment later, right now I'm worried about my game.

OK, so the teemo has learned that bullying works, and he will carry that knowledge into future games and into other aspects of his life.

I think the point is that in this game, he won't get punished because they guy was a bad ass. In the next game when he pulls that crap, someone that's not as bad ass will report him, and he'll lose the game as well, and then get banned when less tolerant people play with him. This game, the one that mattered to this guy, was a win. That's all that matters when ranking up.
