Does getting Reported affect when and how many Key Shards you get?

Not directly; your key fragment drop rate is only affected by your Honor level, which will only drop if reports result in a punishment.

It's getting weird, the more I'm getting reported the more shards I get. Yesterday, i think, i got reported three times and today I got shard again.

I don't know how this system works. I got the message that I was the most honored during a match but go no shards that day or the next.
