Afks, feeders, trolls, etc not getting punished

Every match today was with team mates who did nothing but feed, flame, troll, and afk. They're not even subtle about it. Had a player last pick ashe as a second adc then sat in base the entire game. She didn't disconnect, just flashed and walked around spawn. After the match I checked and she was right into another game, no consequence, check her match history, 10 games with ashe all loses, all troll scores.

Another match I we have a jax who trolled us hard, fed and dove constantly, flamed and gave up. He refused to cooperate with the team when we tried to get organized and help, next match he's on the other team flaming even harder.

Last match right from the start my support says he's not gonna help me just cuz, then top feeds intentionally cuz they say there's no chance and just let the other team win fast.

I know these people are not getting punished, and they're completely ruining the game for those of us that got dumped in bronze after placements ( I went 9-1)
