So what are Riots plans for this toxic community?

I have played League of Legends happily since mid way through Season 4 and I love this game, but something has always bugged me... the community. League of Legends has got to have hands down one of the most infamous gaming communities in the entire world. I was treated better in Marie Corps boot camp than in this community and it makes me wonder if Riot has any plans on fixing it. I know that there is the report system... but it doesn't seem to work. People laugh when they are told they will get reported because there seems to be no real repercussions.

I'm sure this has been beaten to death, but today I was in a match with someone who hit an all time low... during the match they told me to literally kill myself and to suck something. This community seems to have hit rock bottom, but what exactly can Riot do? Should there be harsher punishments? Should there be permanent bans? I don't know the remedy to this situation, but what I do know is out of all of the MOBAs out there (Smite, DOTA2, Heroes of the Storm etc.) League of Legends has the absolutely worst community.

There's nothing Riot can do aside from stamping down on foul behavior when it comes up and making an example out of toxic players. You can't patch a community.

It doesn't help that the community is also one of the dimmest congregation of people in the history of this god forsaken universe; this whole kerfuffle with the Singed Support is a prime example, so whenever they DO act, the community misreads everything and just gets even more hostile. At this point, it's just a matter of trying to hold onto what little stability this community has left and hoping it doesn't get any worse.
