Mute and report them. There isn't much else you can do. Let Riot handle them.
You think that's bad? Try having people saying they're pissed off because of your name. If racism exists in real life, it will naturally exist in online games, even more since the guy can be racist while hiding in their basement. Just give them the "muted ;)" treatment like you would with toxic, salty, flaming, etc. people.
/mute all at the start of every game :) and if that person was that bad, I hope you reported them, Riot has a 0 tolerance policy towards that kind of talk.
