Why do people do this?

They wanted to lose, so I made sure they received one within less than 20 minutes.

Doing things to intentionally lose is punishable.

Not remaking is not punishable.

Why would you make that choice?

I've voted no in a remake vote repeatedly. If someone is reconnecting to the game (let's say they had a power surge, or their game crashed) and a friend is duoed with them, and that friend lets us know that they're coming back, and that they know they'll be back shortly, I'll usually vote no. No sense prolonging my wait (by having another queue, champ select, and loading) when the game isn't really going to be affected all that much.

If they didn't want to remake, that's their right, just like it's their right to not surrender if they don't want to. Your obligation is to play the game, trying to win, until a nexus explodes.
