Does Riot Even Ban Intentional Feeders/Leavers?

They NEVER ban intentional feeders. Leaver sometimes have to wait 5-20 minutes before starting a game but don't get actually banned. And if someone complains, he'll be permabanned for flame.
I guess my main issue is that I feel like Riot does nothing to punish the people who actually ruin the game for others. You can mute someone who says something you don't want to hear like an adult, but you cannot prevent someone from leaving the game or intentionally feeding.

Riot has never put much into enforcing destructive gameplay habits. The reasons might be due to lack of interest/goals or just an inability to identify and punish players.
For verbal issues, Riot has decided their target customer isn't merely incapable of handling harassment and hate speech, but mere 'negativity' and 'unsportsmanlike conduct' are enough to incur punishments now. The environment in most games now is so incredibly oppressive, nobody wants to speak and at the first few words spoken you've got people threatening reports and spamming all chat. There is often so much focus on behavior that people forget to play the game itself.
Also, most people who leave your games aren't chronic leavers, just unlucky you are getting them on the game they do DC.

they normally come in ban waves, and its a 14-day ban as first punishment.
Short Answer, yes they ban Intentional Feeders, they have an automated system that detects this along with reports, I just got hard-trolled in one of my games played one game today, went off meta top, I had a user Take my role, completely destroy the game for me tried to play it feed like 14 times myself, and got banned for two weeks needless to say its likely because of being spam reported by my team + the enemy team, but I did file an (Appeal) again because this is the second time this has happened, and the user was flat out trolling me, and no for me going bot lane is not an option it would have been just as bad if not worse, my only option was to try with a 1% chance of getting late game and doing something, or going AFK the entire game.
In other words since the new Role System, I have managed to go 5 months without any penalty's or restrictions.
We need a new report option that takes (Role Stealing) Riot Gave us a role system to prevent Role Toxicity, but some players feel the need to troll other players who are building for a specific lane and type of play, and this can cause another player such as myself to feed, or loss of game for the team, and should be punished just as hard as a player who feeds.
Yes the system does detect Intentional Feeding and is quite good at it now is the best answer, is it always correct? No? Pen and Paper like stats for example shown can show one thing, but what it doesn't show you is (What caused that behavior) or what caused a player to feed, so sometimes it can be incorrect which requires review which hopefully Riot will review cases and reverse suspensions in cases of being trolled.
Yes, intentional feeders and leavers are banned. Unsportsmanlike conduct and verbal abuse is also banned. People aren't banned for just saying "shut up".
It depends on if it's consistent behavior. If you've shown to have done it repeatedly in a short amount of time, then yeah, you're going to get slapped for it. But the random, anomalous disconnect won't be punished because literally anything could have caused it. You might have had something you needed to address in real life, or you had a network failure, you were DDOSed, or the power went out. I've had all of these things happen at least once, but they've happened so rarely (and I've never been one to ragequit a game EVER) that Riot has never had cause to punish me for it.
yes they ban them, but they will never refund the loss because of them, which from my personal experience, can amount to about 15ranked games in the past month that I've gotten notifications that an intentional feeder was punished, yet got nothing out of it.
Feeders do not get punished whatsoever, and people who leave will only receive low priority ques at the most. You have to send in a support ticket to have anything done about those two.
Chat related things are completely automated though, which is why you see people getting punished for chat all the time.
