Racial slurs, homophobia, usually in all caps in all chat. Report & move on right? So why am I seeing them from a lot of players in a majority of games?
Does riot not ban this anymore? Or are they just super fking tolerant with hate speech?
Nobody says a word in most of my games.
The only thing I "hate" is vanity -- though I really kind of dislike attitudes like yours. Doesn't matter what color, religion or sexuality you are -- in fact, I really don't care about any of that. But if you're going to freak out and have a little tantrum because I used a "homophobic" word that's "hateful" and all that... well, yeah, you just need to be slapped and set in a corner for a time out.
Thing is, a word is a word. Just because I use the word English people refer to cigarette butts with as kind of a mild curse word doesn't mean I'm simultaneously wishing doom on every homosexual in the world -- so why do you have to freak out? I grew up talking like that, before I even knew what homosexuality was.
But, nowadays, I have to catch and stop myself from talking like I normally would, and I have to alter words and all that so I don't have some vain little asshat having a tantrum and reporting me so that wonderful companies like Riot can enable your shitty attitude and ban / suspend / chat ban me. Kind of wish people could think for themselves and not be incredibly, incredibly vain... but I know that won't happen, since people become worse and worse every day.

They are quite strict on hate speech, therefore I think you are having a bad luck streak. I have seen no more hate than the usual amount of racist I meet.
I have practically never seen such talking in the games I have played. I guess it could be because I do not have all-chat open. (I know I am of the type that lets talk affect my playing, so I have never opened it. I won't start flaming or anything, it is just that my mechanics and decisions suffer if I get agitated.) It could also be be a regional thing to some extent; some parts of the world might have more polite people than others, even though every part certainly has more than it's share of baddies.
Anyways, although positive talking happens in all-chat occasionally(?), I believe all-chat has the most of trash talk too, and thrash talk has tendency to escalate to worse. Therefore I suggest you to consider not using all-chat as a remedy to all that rubbish. At least I personally can play in relatively relaxed and stress free way without it.
Depending on the time of day I play (in NA servers), sometimes you get chill people and then around either midday/evening, or really early in the AM, you get spurts of egotistical, immature raging griefers that either A) give up at the first hurdle, B) rage at you for what you picked, what you bought, what your spells are, how you're laning, everything, C) just start harassing people non stop over every single little thing, or D) all of the above.
And the sad part is, when you try to reason with these types of people and help them understand that they shouldn't be having the shit attitude they have, they literally do not care.
I haven't seen any hardcore racism or hate speech though.
