For example, I do not constantly trash talk my team mates in-game no matter how frustrated or angry I get, but what is stopping me from playing on any given day and deciding that I was tired of being nice and proceeded to start flaming and trash talking my team to oblivion.
There is no surefire way to prevent toxic players from playing with the players who don't do anything wrong.

I don't think millions of players are toxic, I don't even think hundreds of thousands of players are toxic. I think there's a small minority that is injected into most games (Most being an operative word for the games being called into action in most of these conversations), and others just have off games and get flamed for it causing behaviors that accelerate out of control personally. Don't really understand why you're nitpicking, not EVERYONE who's banned posts on the forums, or even that gets punished, only the people that feel they were not rightfully so, there's no precedence for how many people actually do get punished or not and until I see such a number that proves your analysis of the situation correct we can only work off the information we have available. Which is that players DO get banned. How many people in total frequent the forums out of the hundreds of thousands of players of League? Do you feel like that is an accurate number of people in comparison to how many people actually play it?
If so then you can do the math from there and figure out how many it would equal out to based on both sample sizes. It doesn't take much, just time, and if you want to take that time go ahead. I've got better things to do than provide someone who's hellbent on blaming people for something that frankly is a bigger problem than they are making it out to be.

You don't have to engage in game chat and you have the ability to mute all. While it's true you can't prevent a bad player from being on your team you can remove potential triggers by not chatting with anyone.

My conclusion is that by using the mute all option the opportunity of being toxic during the game is drastically reduced. And because the conclusion follows from my premise therfore it is valid.
Be aware that just because my argument is valid doesn't necessarily mean it's true, just that it's well formed.
