Anyway to report someone at champ select?

This is a rare problem but got this one player that goes "Sorry guys, I'm inting this game". I think he's trying to derank for some reason and we can't do anything about it to report him. I dodged at the very last second because it's a 100% loss rate since he picked kog jg and banned my champion.
