first time dodging queue 5 minutes and second time dodging queue 26 minutes WTF thats insanely high for a second ''offence'' with a game full of trolls and shit thats insane long time to wait on the second dodge, meanwhile the troll that picked thresh mid is playing very happy and he is probably going to screw the game for 4 people and making a toxic game overall, seems fair
It's set up that way to discourage dodging.
It may seem like that encourages trolling, but consider the alternative; what if the penalty never went up from 5 mins? It would be almost impossible to get into a game. Every time someone had a couple of great picks, someone on the other team would dodge.
What I would ask, then, is what's the solution? I think a lot of people agree with you that trolls can take too much advantage of the current system, but how do you fix it without allowing people to just dodge bad games for them (bad matchups, bad team comp, got the wrong role, etc.)?
