It's easy, it's already partially in effect (in clash), and nearly everyone can do it.
Phone authentication.
Binding an account to a phone number would drastically reduce extra accounts from impeding on fair, ranked games.
What's that? Don't have a phone? No problem! Don't participate in ranked games. There is still drafted games, blind picks, ARAMs, URF that you can participate in.
What about those that want to try for rewards that dont have a phone? What about those that have multiple phones? It would lessen it but not solve it. Plus there would be plenty of ways of getting around it.

Here's a solution to another problem: Want to play League but don't have a computer? No problem! Don't play League. There are still plenty of other things you could be doing like playing outside like a normal millennial.

Someone has never heard of a VoIP ... my android currently has 3 different numbers you can call. Your solution does nothing.
You are failing to even consider the reasons why people smurf. Thankfully Riot is attempting to address this..
but consider roles . if he/she wants to rank in another role .. starting out they might be awful and many divisions below their main role.
consider.. wanting to play ranked with friends who aren't of equal skill. can they not play competitive games with friends?
I have a phone and it won't let me use it for auth because of my carrier being one that also offers free texting, although I pay for my plan.
So limit Ranked only to those with specific carriers? No. And just no to all of it.
