Everything's reportable. It all boils down to the fact whether or not reports are false.

It all depends on the main message of the summoner's code: Don't be a jerk. As long as you aren't toxic while responding to the ADC who is flaming you, methinks you should be fine.
it depends. if you're doing it deliberatelty to troll YES. its against the summoners code. and you WILL be banned. although it takes several games of repeatedly stealing farm/kills as support to actually get banned. but if you're securing kills so they dont get away. and taking cs only to proc your realic shield or last hitting when your adc isnt in lane you should be fine
You 100% won't be banned unless you start mocking the ADC and let them know you are intentionally going to take kills from them. That would be grieving.
I don't believe it's punishable. Unless it's assisting the enemy team offcourse. If your adc flames, than you report him.
