one thing is see people making mistakes on when jungling low elo:
When they do skuttle, they have their entire attention to skuttle. You should be looking at the lanes between skuttle to see if you should cancel skuttle and go gank or counter-gank. Most of the time I see people have all focus on skuttle and they don't want to leave the 20% health left it has even though there is a free kill if they gank an over-extended enemy lane
