Both I and a friend of mine had to dodge games today because of people saying in champion select (for ranked) that we were going to lose and they were going to troll. The one in my game then locked in ezreal jungle. Obviously I dodged the game, but that leaves him with 0 repercussions free to just wait for another queue pop and do it again, while I lose 3 lp and have to sit out for 5 minutes.
Chermorg2 votesYou cannot report in champion select behavior which has not happened yet. Considering non-meta picks/roles are not prohibited, and it's impossible to see if they're trolling/playing their assigned role until you enter the game, that behavior cannot be reported or punished before the game starts.
I believe Riot has said they may add a before game report option for toxic communications - but that would only cover chat offenses, as like I said it's impossible to action upon any offense which has not yet occurred.

Chermorg1 votesI understand they say that. Many times those are empty threats to try and pressure you into changing lanes.
That type of behavior - pressuring to change lanes - may be considered harassment. But it would have to meet the level of a chat related offense, because people do have freedom of speech. They can threaten to troll, but until they actually do it they can't be punished for trolling.
Basically this: If they threaten to troll, they can only be punished for the threat if it meets the level of a chat offense. If they go on to actually troll, they can be punished for trolling.
koogmaw1 votesWhy is threatening to troll okay? Why is that behavior we want to allow? "Freedom of speech" is from the government, not anything else. This is Riot's platform, they can enforce whatever rules they want.

add a report in champion select and they will start being quiet until after the game starts.
koogmaw1 votesThat's the point, I want an option when I dodge to report someone, or at least a "why did you dodge" prompt where I can say someone was being troll or toxic. Have a bot look at it, and if it's obviously bad stuff going down in chat, refund me the loss and drop the 5 minute ban.
