Both I and a friend of mine had to dodge games today because of people saying in champion select (for ranked) that we were going to lose and they were going to troll. The one in my game then locked in ezreal jungle. Obviously I dodged the game, but that leaves him with 0 repercussions free to just wait for another queue pop and do it again, while I lose 3 lp and have to sit out for 5 minutes.
You cannot report in champion select behavior which has not happened yet. Considering non-meta picks/roles are not prohibited, and it's impossible to see if they're trolling/playing their assigned role until you enter the game, that behavior cannot be reported or punished before the game starts.
I believe Riot has said they may add a before game report option for toxic communications - but that would only cover chat offenses, as like I said it's impossible to action upon any offense which has not yet occurred.
be careful what you wish for. personally I like knowing there are trolls on my team in champ select so I have the option to dodge.
add a report in champion select and they will start being quiet until after the game starts.
