Chat restriction are hardly useful

Play 10 bot games and that's it. Not to mention the message it gives to some people is "nuh nuh you said bad word!!!11" rather than "Stop being toxic or you'll get a permenant ban"

I'd rather suggest that the punishment tier goes as follow:

1 day ban (fair warning) -> 7 days ban -> 14 days ban -> permenant ban

I don't see why it shouldn't be like that

It's actually the opposite of that. The majority of players that receive a penalty, never receive another. That goes for every tier of punishment (most with a 10 game chat restriction never get a 25, most with a 25 game never get a 14-day, most with a 14-day never get a perma). That is why we perma-ban players if they continue their behavior after the 14-day ban.

Although that can be the perception by people who are perma banned, because they don't understand that their behavior is unacceptable.

The evidence actually does suggest that chat restrictions work. It’s a knock on the butt that the behavior is unacceptable - the vast majority of players recognize what’s wrong and don’t do it again.
