I haven't been disciplined, haven't received any warnings, and I get honored practically every match!!! (About 2-3 matches a day, every day)
And I am honor level 3 with 0 checkpoints.
I'm a causal player with 3-4 games a week at max, I hit H3-3 last week. I get honors maybe .. 65% of the time? But I do get the team honor bonus 80% of the time.
You might be getting validly reported, so you might want to take it easy on blaming others, giving up early, or accusing others of trolling.
It is possible you've received valid reports, that just weren't severe enough to warrant a chat restriction. Unfortunately, Riot doesn't communicate those minor punishment to players at all, even though they slow your honor progress.

They are working, they're just impossibly slow. Personally I've also gotten honored almost every match and I've progressed through two checkpoints at level 3.
I just got checkpoint 3 of 3 for honor 3, myself.
Yeah I am honor 3, generally very positive and get a lot of honors and only have 2 check points, it just takes forever.
I dont think that you guys are right about that reports, because i have read lot of posts from rioters and they all said that "when you get valid reports your honor level locks and you dont get any rewards." But i get rewards almost everytime i log on and i aint some toxic player - but i am still lvl 2 checkpoint 3, i got lots of keys and played at least 150 rankeds, i am lvl 82 now... But not a single checkpoint. still lvl 2 checkpoint 3
