I haven't been disciplined, haven't received any warnings, and I get honored practically every match!!! (About 2-3 matches a day, every day)
And I am honor level 3 with 0 checkpoints.
Kei1435 votesI'm a causal player with 3-4 games a week at max, I hit H3-3 last week. I get honors maybe .. 65% of the time? But I do get the team honor bonus 80% of the time.
You might be getting validly reported, so you might want to take it easy on blaming others, giving up early, or accusing others of trolling.
DerMangoJoghurt4 votesIt is possible you've received valid reports, that just weren't severe enough to warrant a chat restriction. Unfortunately, Riot doesn't communicate those minor punishment to players at all, even though they slow your honor progress.

Though this is actually "fortunate". If the bad guys could get more data on how the system works, it would be easier for them to skirt it.
Hellmaximus12 votesThat said bad people have gotten this information already, by data mining with bot accounts. There are people who sell that data to scripting services, boosting services or to botting services.
I think riot however know this, and the reason why they don't reveal information about their system is because good & honest player shouldn't need that information and also because people would realize that it's not a great system.

Hellmaximus12 votesScripters do have use for datamined information, by using bots that run scripts and than having those bots do wide variety of task such a split pushing, running it down mid, dodging enemy skillshots etc, they test out rather running any type of scripts will cause them to get banned or some other form, they do this a lot.
There is a youtube channel of some chinese dude doing exactly that, he has 10 laptops setup with virtual system that runs 10-20 games of league at a time. Scripters and any other service to rely on circumventing riot system will purchase that information, true scripters don't need chat data, but they do however need data that targets them, and usually the data in all bundled up in one package.

I think it's because there are no real reason to reveal how such a system works to people who Aren't affected by it, the only people who would be interested in it are people who are actively trying to subvert the system.
Those people however find there own ways to figure the system out, from making a pyramid type scheme, to paying someone to see the code or even using a bot network. so the only real people who don't know are good, honest player and a few number of players who are "toxic" but aren't interested enough to bother figuring the system out.
[Edit] I should mention that I do agree with your skepticism on the matter (I even upvoted). Although I would appreciate some form of argument against why my reasoning is flawed, over a bland statement.

MortalDivide2 votesI dont think that you guys are right about that reports, because i have read lot of posts from rioters and they all said that "when you get valid reports your honor level locks and you dont get any rewards." But i get rewards almost everytime i log on and i aint some toxic player - but i am still lvl 2 checkpoint 3, i got lots of keys and played at least 150 rankeds, i am lvl 82 now... But not a single checkpoint. still lvl 2 checkpoint 3
