Worst LoL report ticketing system

I have encountered many games where there are players who type the most offensive bad words, and they never get a chat mute. Of course, I'm not sure if this only happens to me, but I get chat muted for just minimal flaming, and no bad words or offensive language. I am not the friendliest when it comes to matches, but come on. I have reported several people who clearly typed offensive words (I won't type them here), and I get chat muted for minimal flaming. Riot's ticketing system is the worst.

You might not get a notification of whether or not a player has or has not been punished.

Take you getting a punishment for how effective the system is.

And now I have a 25 game chat restriction. This ticketing method is the WORSE. Yes, I was a little salty, but never offended anyone in any way, nor a bad or offensive word I typed. What is wrong with this system?!!? If two queued people report me then I always get a chat restriction. WORST ticketing system. Thought the one at school was bad, now I can see that Riot has some serious IT problems...
