Riot how do you not PERMA ban these people?

I dont get how you dont perma ban people who spend an entire game baiting and harassing people, and in turn dish out bans to people who are being abused. Your system as a whole is seriously jacked up. The fact that you dont even put things into context is completely sickening, the fact that you dont weigh out what actually happened is sickening.

The only reason you removed the tribunal, THE ONLY REASON, is for more $$$ by going after people with this bullcrap automated system.

All it takes is 1-2 premades of 3-4 people to push report and an account gets shit on.

Its completely disgusting and disgraceful that as a company you have gotten to this point

if instead of being baited you mute and report they will get the ban and not you. If you dont respond to them then there is nothing their reports can do to you.

They do get banned, but them acting up doesn't mean you get a free pass on acting up as well. From Understanding the Tribunal:

4) That player in my game was far worse than me. Why am I banned??? a) I'll keep this one simple: retaliation isn't OK. Reacting to a toxic player by being toxic just incites that player to be even worse--it also ruins the game for up to 8 other players. It is far, far worse to watch two people yelling at each other all game than it is to watch 1 player ranting into blank space. Almost everyone in the game can find someone out there that behaves worse than they do--but so what? Finding someone worse doesn't justify your behavior or justify retaliation. We expect more out of our players. What players often don't realize is... those other players in your game that you thought were worse? Nearly 100% of the time, those players were banned even before you were. If someone is being toxic, just report them and move on. If you retaliate, both of you will be banned. It's really that simple.

As for gang reporting, Riot Tantram already confirmed that that doesn't work:

A report flags a game for review. They do not establish guilt. The game is then reviewed for harassment, feeding, etc. This is why 'troll reporting' or 'gang reporting' do not work. False or inaccurate reports are thrown out.

You cannot ever be punished for saying nothing .. unless of course it's for something gameplay related like feeding, afking or cheating. But, you can never be punished for offensive language, hate speech or verbal abuse if you said nothing.

Nice guy who spends $1000 in 5 months, never gets banned. Toxic player who only spent $5 on one week, gets banned.

So remind me again on why do people like you kept calling Riot a "money thief" or some similar sort?
