I've edited your post to remove the name since we don't allow naming and shaming on the boards. If you must let Riot know about a person after you've reported them then file a Support Ticket and provide as much info as you can.

Also, trolls do get punished, it's just that most of them usually know what they did wrong and thus have no need to come complaining to the boards.

But to answer your actual question in a slightly snarky way: No you don't have to play with these people. You could just... not play League?
