How can I avoid being in game with certain people?

So I played a game earlier on support and my ADC banned rakan, which I had hovered long before he banned it. Despite my multiple requests, he never said a word in that champ select... but it was clear in game that he had seen what I wrote. At one point he mentioned that I was "bitching" in champ select. Anyway I muted him, and tried to go on about the game. We were doing okay in lane, and myself and the jungler managed to snag the fire drake as 3 enemies were rolling into the pit I put him in my belly and flash the back wall to get us out. I go back to lane and my PC freezes out of nowhere, which never happens... When I finally get back into the game my ADC and the mid laner are flaming me hard for being afk even though they had to of seen me DC...

Anyway, onto the real point. At the end of the game the mid laner and ADC are going ape $%^ on me saying everything from I should have my mother buy me another PC to saying I should do the world a favor and hang myself. The adc goes on and on and on in the post game lobby about how I'm garbage and should kill myself. Also mid laner spouted some racial slur at the end of the match in all chat.

I report the adc and mid lane for harassment, and to my surprise after a little break I come back to two instant feedback notifications. Well, a few games later the guy who was playing ADC was top lane on my team. He noticed me before I noticed him and told our team that if they ban my rakan I will lose them the game.. I explain for the hundredth time that my PC froze and I had to restart, but he doesn't care. We get in game and I immediately mute him, and go on about my business. They feed their laner top and start doing things like farming enemy jungle while their team pushes into our base... at the end of the match he starts going off on me again telling me he banned my champ in the earlier game on purpose because he looked up my winrate and I'm garbage... even though I have more than a 50% winrate and around a 9.0 kda on him... But again he's telling me to do my parents and the world a favor and hang myself... etc.. etc..

SOOOOooooo.... my question is: Is there any way I can make absolutely sure that I will not have this person on my team anymore? Like shouldn't I get to avoid being in the same game as him by reporting him? Or maybe blocking him? I'd like to avoid having to dodge a game if I see this person again, but I'm not going to just accept that one of my teammates will be harassing me. I try to be nice and not let idiots like that bother me, but it does bother me and my nice ways fall by the wayside when I've dealt with too much harassment like this.

You could form a premade group.

There is no way. If you could have the 'I don't wanna play w/ this guy' function, it would be abused insanely hard in high elo.

you can probably gain / loose a bunch of elo to be in a different bracket than him.

No, there's no way to prevent matchmaking from pairing the two of you up.

Overwatch tried the idea, but had to remove the feature because people used it just to avoid being matched against really good players.
