How does an INTENTIONAL FEEDER go undetected?

It looks like this person has been doing it for several games, I'm sure he's been reported, and he inted the hardest in our last game I mean seriously this dude played Twisted Fate and ulted into the enemy team, and under tower right in front of me. I mean this dude kept asking, "Am I worth any gold yet?" then proceeds to end 2/18/7 lol If I send in a report will Riot look at this manually?

Bro, Riot is too concerned in going after people with bogus MMR boosting claims than actually do anything about toxic players or Inting. Just go into blind pick, you'll save yourself the headache.

They are going to just giggle at you. LOL

look at it? sure.

do anything? nope.

some outsourced low-level isn't allowed to subvert the algorithm that Riot made to handle feeding reports.

Happens all the time, that's why the ranked system is such bull shit, if they actually used like a KDA system and placed you with similiar players with similiar KDA i feel like the game would go a hella of allot smoother, 9/10 games i play in, crush lane, crush first turret, continue my job in the top lane pushing it down, and then it's like oh wow there at our base here i am 9-1 with 4 players that are negative KDA all feeding over n over n over and it happens allot, something really needs to be done.
