Mute button

You have a mute button in game that lets you mute the players that you don't want to see what they are writing. There is a mute for ping, chat and emotes. My question is: Why riot bans toxic players instead of permanently mute them? I made some posts about this, players wrote to me that players find other ways to be toxic through - like trolling and inting. But I think that it's stupid, because riot can just look at the account if it gets the report - if he has a permanent mute already and he is trolling, so permanently ban him.
