If someone were to show consistent signs of reforming would they be liable for a lifted perma ban?

A year ago I had my first account banned due to toxicity. (it was a rough patch and was going through highschool) but i remember i would work alot during the summer and i spent almost 400$ on league. I havent shown any signs of toxicity to this day, things have improved much more and life has gotten back on track and more stable. Would I be liable for a lifted perma ban (As I have matured a bit more and have developed a mentality of not replying to toxic players and one thing i despised was spam pinging and theres a cure for that now) I saw Head of moderation Mr. Riot Phreak talking about tyler1 getting unbanned if he reformed, hes had like 20+ perma bans? Ive had one and a 14 day ban, I would think riot appreciates all players and not just the ones that are famous, Ive supported this company for awhile and despite my toxic behaviour and perma ban, i still love this company and i love the game in general, cause i understood completely why I got banned.

To sum it all up since i got off track, Am I liable for a lifted ban if i have shown consistent signs of reforming? Riot personal feedback is much appreciated! Thank you for your time :)

well .. you aren't liable for anything.

I think the word you are looking for is "eligible".

Under the current policies, Riot doesn't give toxic permabanned accounts back.

Also, Tyler1's unban will mean "no longer be banned on sight", and doesn't have anything to do with him getting any of his old accounts back.

Unfortunately no, Riot does not consider removing permanent bans. When you hear of a case like tyler1 where they "might get unbanned", that is talking about him as a player being allowed to create accounts again; he will never get those other accounts back. If you get permabanned you're free to start new accounts, but tyler1 cannot even do that. And Phreak can't make that call, he's only offering his opinion based on prior cases.
