Has anyone seen this type of player in ARAM recently?

The reason I'm asking this is because I don't know what to think. They act like a bot, but they could also just be someone who decided to play ARAM while they were also in the middle of like..I don't know. I haven't seen this until about a week ago so that's why I'm majorly confused about it.

It's always the same, and I've encountered it at least three times on my team, and at least twice on an enemy team. What happens is, the game starts as a 4v5, usually continues for about 5-6 minutes in until the fifth person joins, now this isn't a re-connection mind you, they just start playing all of a sudden. Usually 2 levels behind, they just run in, fight, die, and cycle repeats with them standing in base for another 3-4 minutes. I'd pass it off as a bot, but they usually have skins, and even ranked borders, so unless their account was hacked and is just spamming for XP, I really just don't see what this could be.

I'm really just posting this because it's something that I have noticed, something that's frustrated me, and really ruins ARAM currently. That's the big point that makes this weird, it's a recent thing. I've experienced people re-connecting before, and people disconnecting before, people waiting in base to buy items, people waiting in base to fix their ping, but never anything like this, zero communication and zero interaction. Anyone else noticed this recent uptick?
